The returns are shown after deduction of accrued TSP administrative expenses. The F, C, S, and I Fund returns also reflect the deduction of trading costs and accrued investment management fees. DOL Distributes $7.5 Million in Grants for Green Job-Training for Vets

Labor Secretary Hilda L. Solis on July 1 announced the distribution of 17 grants—worth about $7.5 million dollars—to job-training programs designed to help approximately 3,000 veterans transition into the civilian workforce. The grants are part of the Department of Labor's (DOL) Veterans’ Workforce Investment Program (VWIP). Funds are being awarded on a competitive basis to state and local workforce investment boards, local public agencies and nonprofit organizations, including faith-based and community organizations, DOL said in a statement. Emphasis is on training veterans who are interested in “green jobs” that exist now in the marketplace or are expected soon. Fields of employment include energy efficiency and renewable energy, modern electric-power development and clean vehicles, DOL said. Through VWIP, vets receive skills assessments; individual job counseling; labor-market information; classroom or on-the-job training; retraining; and placement assistance and follow-up services. DOJ Drops Challenge of Compensation Award to Transgender Job Applicant

The Department of Justice (DOJ) will not appeal the $491,190 in compensation awarded to an applicant for a senior Library of Congress research analyst position who was denied a job after announcing intentions to transition from male to female. The American Civil Liberties Union, which represented the job applicant, posted documents on its Web site July 1 noting that DOJ attorneys did not appeal the judge’s ruling before the June 30 deadline. Last year, a judge ruled in favor of Diane Schroer, who charged that the Library of Congress unlawfully refused to hire her in violation of Title VII of the Civil Rights Act, which protects against sex discrimination in the workplace. In the lawsuit filed in 2005, Schroer said she was offered a job with the library, but it was rescinded after she told her prospective boss that she was in the process of transitioning to a female. “This case put employers on notice that discrimination against transgender individuals is like any other form of discrimination—counterproductive and against our principles as a nation,” said Schroer, an Army Special Forces veteran. The judge ruled that Schroer was entitled to $183,653 for back pay and benefits, $300,000 for emotional pain and suffering, and $7,537 for other out-of-pocket expenses.
